A publication’s child pages can disconnect from the parent page if they are all scheduled to publish at the same time.
\uD83C\uDF31 Solution
Publication parent page is scheduled to be published first.
Child pages are scheduled to be published 5 minutes later.
Grandchild pages are scheduled to be published 5 minutes after the child pages.
Publication parent page is scheduled to be re-published at the very end (so that the child pages appear as navigation cards.)

For a publication to be published by 9am:
Parent page – schedule for 8:30am
Child pages – schedule for 8:35am
Grandchild pages – schedule for 8:40am
2nd publish of parent page – schedule for 8:45am
Full publication should be live by 9am.
